Vladimir Putin has signed a new controversial legislation banning surgical gender reassignment in Russia in yet another blow to the country’s LGBT+ population. Crackdowns against the LGBT+ community and gender minorities in the country have only gathered pace ever since the full-scale invasion of Ukraine last year as the Russian president seeks popularity among citizens. The latest move by Mr Putin on Monday marks Russia’s final step in rendering gender-affirming procedures illegal and depriving its transgender population of their right to access gender-reassignment services. The bill, cleared unanimously by both houses of the Russian parliament and signed by Mr Putin, now bans any “medical interventions aimed at changing the sex of a person” along with changing one’s gender in official documents and public records. Under the bill, exceptions will only be made for a permissible list of medical interventions “related to the treatment of congenital physiological anomalies in children”. The list of these “anomalies in children” will be drawn up by the Kremlin. Couples who transitioned to their new genders after they adopted children will have their marriages annulled. The law thus bans them from becoming foster parents. The regressive legislation has stemmed from the Kremlin’s crusade to protect what it calls are the country’s “traditional values” and according to Russian lawmakers, it is meant as a safeguard against “Western anti-family ideology”. Some lawmakers have dubbed gender transitioning “pure satanism”. State Duma speaker Vyacheslav Volodin said the decision to pass the bill “will protect our citizens and our children” after it was set to undergo its third reading. The bill described gender reassignment as “the path leading to the degeneration of the nation”. The future remains bleak for Russia’s transgender population, which earlier had access to gender-reassignment surgeries and treatments like hormone replacement therapy. A transgender man in Russia, identified as Alexei, said he always had plans to change the gender label on his passport, but is now enduring “hell”. The 23-year-old told The Moscow Times that he is in panic, while stating that the process of his gender transition was already lagging as he was living on his own since he turned 18. He also told the newspaper that he did not have enough money, but will now have to start urgently. Russia ranked 46 out of 49 European nations in advocacy group Rainbow Europe’s annual LGBT+ rights rankings. The country’s politicians are “harming transgender and intersex people by continuing to deploy cynical ‘family values’,” according to Human Rights Watch. Manchester City boss Gareth Taylor has signed a one-year contract extension to keep him in charge of the Women’s Super League side for the 2023-24 season. The 50-year-old was appointed in May 2020, succeeding Nick Cushing, and went on to oversee City winning a delayed FA Cup final in November of that year and the League Cup in March 2022. They were also FA Cup runners-up in 2021-22. Having finished second and then third in the WSL in the previous two seasons, the team missed out on the Champions League spots in 2022-23 with a fourth-placed finish. At the start of the campaign they were knocked out in the qualifying rounds of the European competition for a second successive year. After seeing the likes of Lucy Bronze, Keira Walsh, Georgia Stanway and Caroline Weir leave the club last summer, City lost their first two league games, then bounced back by going unbeaten in the next 14, winning 12, before finishing with three defeats and three victories across their final six matches. When a statement announcing the sudden death of Lil Tay, a 15-year-old viral rapper who rose to fame as a nine-year-old on Instagram, was posted to her account earlier this week, it led to an outpouring of grief and sorrow. But that has given way to confusion and relief in equal measure, after TMZ reported that she is now very much alive. In a statement from Tay’s family, she said: “I want to make it clear that my brother and I are safe and alive, but I’m completely heartbroken, and struggling to even find the right words to say. “It’s been a very traumatizing 24 hours. All day yesterday, I was bombarded with endless heartbreaking and tearful phone calls from loved ones all while trying to sort out this mess.” Sign up to our free Indy100 weekly newsletter Lil Tay rose to fame as the “World’s Youngest Flexer” who rapped and showed off a lavish lifestyle across social media aged just nine, garnering 3.2m followers on Instagram. However, the account went dormant in 2018 after a video was posted online in which she appeared to be coached by someone off-camera, whom many suspected was her brother Jason. Tay was also reportedly caught in the middle of a custody battle between her parents, Angela Tian and Christopher Hope, which had been going on in court since about 2018, around the same time the influencer’s account went dormant. The account resumed briefly that October with bizarre and concerning activity, including a video of the girl crying that was posted and then taken down. The posts were later scrubbed, but led to allegations of abuse by her father, amid the custody dispute. In 2021, activity briefly restarted on the account, with several posts accusing Christopher Hope of physical and mental abuse and of stealing all of Lil Tay’s money. Hope denied the allegations and sent a cease and desist letter to Instagram. An unsigned statement posted to the account on Wednesday said the star’s death at 15 was “sudden and tragic” and “entirely unexpected”. It also said her older brother, Jason Tian, who had at one point been in control of her account, had also died, and that both deaths were under investigation. Both Lil Tay’s father and former manager had refused to confirm or deny her death, with the latter calling for “cautious consideration” in handling the news. Speaking to Insider, her father, Christopher Hope, declined to comment on the Instagram post and declined to answer whether his daughter was alive. Her former manager, Harry Tsang, also declined to confirm or deny her death. “Given the complexities of the current circumstances, I am at a point where I cannot definitively confirm or dismiss the legitimacy of the statement issued by the family,” Tsang told Insider on Wednesday. In a follow-up 24 hours later, Tay was thanking Meta for helping to get her Instagram account back, and had removed the fake death statement. She said: “My Instagram account was compromised by a 3rd party and used to spread jarring misinformation and rumors regarding me, to the point that even my name was wrong.
