Each year, rising temperatures and longer days in summer encourage Britons to seek out bodies of water to cool off and have fun in. Swimming, paddleboarding and other water-based activities can provide a wholesome day for families and friends, whether that’s in lakes, rivers, or at the seaside. However, there are a number of safety measures individuals should remember when taking part in these. It comes after several people had drowned in rivers, lakes and in the sea in recent weeks, with four deaths occurring over the Spring Bank Holiday weekend alone. The incidents have prompted warnings from police reminding people to be “vigilant to the dangers of the coast and follow water safety advice”. The Royal Life Saving Society UK (RLSS UK) has also issued a safety warning for people planning to be around open water, regardless of whether you consider yourself a strong swimmer. Lee Heard, charity director at RLSS UK, said: “Sadly we see an increase in young men drowning in the summer months and we have tragically seen a number in the past few weeks during the warmer weather we have had. We don’t want to see any more families experience the devastating and sudden loss from drowning.” He added: “We urge people to consider what could happen, understand that the water is colder than it looks, and not take risks if they are not experienced with being in cold, open water. “Whether you are heading to the coast for the bank holiday weekend or even just planning a walk along a river, please ensure that you take precautions to ensure the safety of yourself of those you are with. We want everyone to enjoy the bank holiday but to so with water safety in mind.” When swimming in open water, people should consider the risks involved before jumping in, particularly because bodies of water can be much colder than people realise. Getting straight into very cold water can lead to cold water shock. According to the National Water Safety Forum, this is the body’s short-term, involuntary response to being suddenly immersed in cold water, and is considered to be a principal underlying factor in drowning. When a person gets into cold water very suddenly, the blood vessels in the skin close, which results in increased resistance to blood flow. The heart has to work harder to pump blood around the body, which leads to increased blood pressure. At the same time, the body experienced a “gasp” response as well as a dramatic change in the breathing rate. The person will be unable to keep their breath steady for a while after they first get into the cold water. “The effect of these can lead to a sense of panic, inhalation of water, leading in some circumstance to a cardiac arrest,” the forum says. Cold water shock can be managed by wearing a well-fitting wetsuit and entering the water slowly. However, if a person has had an accidental fall into cold water without a wetsuit, the forum recommends using a technique called “float-first”, which involves tucking your legs and floating on your back, focusing on staying tucked and controlling your breathing until you feel you can self-rescue or be helped by others. When planning to go swimming in open water, people should check if the area is lifeguarded, has a safe-swim zone or is under any kind of supervision. A list of designated bathing waters in the UK, provided by the Environment Agency, also name many sites that are not supervised. In the instance that the water you are entering is not supervised, the forum recommends asking yourself if you have the right knowledge and experience to establish if conditions are suitable. It warns people to be particularly cautious in quarries and reservoirs, which can be “deceptively deep and cold throughout the year”, as well as in rivers with weirs and fast-flowing water, and potentially polluted locations. A notorious Italian mafia boss has died while receiving medical treatment after being arrested early this year, according to media reports. Matteo Messina Denaro was known as the last “godfather” of the Cosa Nostra or the Sicilian mafia. He was arrested in January after being on the run since 1993 and was suffering from colon cancer at the time of his arrest. He is believed to have ordered dozens of Mafia-related murders for the Cosa Nostra. Messina Denaro’s condition worsened in recent weeks and he was transferred to the San Salvatore hospital in L’Aquila from a maximum-security prison in central Italy. He had requested no aggressive medical treatment, Italian news agency ANSA reported on Monday. The medics had stopped feeding him after he was declared to be in an irreversible coma. A fugitive for the past 30 years, Messina Denaro was arrested at a private hospital in the Sicilian capital of Palermo, where he had been receiving treatment for cancer under a false name. He was sentenced in absentia to a life term for his role in the 1992 murders of anti-mafia prosecutors Giovanni Falcone and Paolo Borsellino. He also faced a life sentence for his role in bomb attacks in Florence, Rome and Milan which killed 10 people the following year. Messina Denaro was accused of helping organise the kidnapping of a 12-year-old, Giuseppe Di Matteo, to try to dissuade the boy’s father from giving evidence against the mafia as well. The boy was held for two years, then murdered. Nicknamed “Diabolik”, he was once considered a candidate to be the Sicilian mafia’s “boss of bosses”, after the deaths of Bernardo Provenzano in 2016 and Salvatore “Toto” Riina in 2017. According to medical records leaked to the Italian media, he underwent surgery for colon cancer in 2020 and 2022 under the false name “Andrea Buonafede”. A doctor at the Palermo clinic told the La Repubblica newspaper that Messina Denaro’s health had worsened significantly in the months leading up to his capture. Messina Denaro, who had a power base in the Sicilian port city of Trapani, in western Sicily, was considered Sicily’s Cosa Nostra top boss even while he was a fugitive. Police said in September 2022 that he was still able to issue commands relating to the way the mafia was run in the area around Trapani, his regional stronghold, despite his long disappearance. The son of a mafioso, Messina Denaro was born in the southwestern Sicilian town of Castelvetrano in 1962. He followed his father into the mob and was already carrying a gun at 15 years of age. Police said he carried out his first killing when he was 18. The Castelvetrano clan was allied to the Corleonesi, led by Salvatore “The Beast” Riina, who became the undisputed “boss of bosses” of the Sicilian mob, thanks to his ruthless pursuit of power. Nicknamed “U Siccu” (The Skinny One), Messina Denaro became his protege and showed he could be just as pitiless as his master, picking up 20 life prison terms in trials held in absentia for his role in an array of mob murders. He himself once claimed to have murdered enough people to fill a cemetery. He went into hiding in 1993 as a growing number of turncoats started providing details of his role in the mob, but investigators believe he rarely wandered far from Sicily. Police said he spent much of 2022 hiding in Campobello di Mazara, a town of about 11,000, a short drive from his mother’s house in western Sicily. He communicated with other mafiosi via “pizzini”, small pieces of paper, sometimes written in code and distributed by messengers, some of which were intercepted by police. He never married, but was known to have had a number of lovers. He wrote he had a daughter, but had never met her. Despite his notoriety, prosecutors have always doubted Messina Denaro became the Mafia “boss of bosses”, saying it was more likely that he was simply the head of Cosa Nostra in western Sicily. Ukraine's parliament and its speaker have taunted billionaire Elon Musk after he posted a meme on his social media platform mocking President Volodymyr Zelensky's pleas for assistance against Vladimir Putin's forces from the West. Musk owns SpaceX, which provides Starlink satellite communication services that are vital for Ukraine's defence effort, but his statements have sometimes angered Kyiv since the full-scale invasion launched by Russia in February last year. The speaker of Ukraine's parliament, Ruslan Stefanchuk, hit out at Musk's jibe with his own post on X. Ukraine's parliament, on its official page on X, accused Musk of spreading Russian propaganda, posting its own version of the meme with a picture of Musk and the caption: "When it's been 5 minutes and you haven't spread Russian propaganda". A Ukrainian presidential adviser, Mykhailo Podolyak, who has criticised some of Musk's statements in the past, said in a post on X that being silent or ironic about Ukraine played into the hands of Russian propaganda. "Unfortunately, not everyone and not always, while being significant media figures, but being thousands of kilometres away from the war's epicentre, is able to realize what the daily bombardments and cries of children losing their parents are." Ukrainian officials criticised Musk earlier in the war for suggesting that they should consider giving up land for peace, a position that Kyiv has staunchly rejected. Zelensky visited the United States in September and met top officials in a bid to secure further aid. Over the weekend, aid for Ukraine was omitted from a stopgap funding measure passed by Congress in Washington to avert a US government shutdown. Washington has been the largest single donor to Ukraine since Russia's full invasion last year, giving tens of billions of dollars in military and financial aid. Although right-wing Republican supporters of former President Donald Trump have increasingly called for funding of Ukraine to be halted, President Joe Biden's administration says it expects the Republican-controlled House of Representatives to pass a measure to keep the aid flowing. On Sunday, Biden pressed congressional Republicans to back the aid, saying he was "sick and tired" of the political brinkmanship that had nearly closed the government down. Ukraine's foreign minister, Dmytro Kuleba, said on Monday that Kyiv was still confident of US backing. "We don't feel that the US support has been shattered... because the United States understands that what is at stake in Ukraine is much bigger than just Ukraine," he said.
