After four failed attempts, the U.N. Security Council scheduled a vote Wednesday on a resolution which would call for “urgent and extended humanitarian pauses and corridors throughout the Gaza Strip" in the Israel-Hamas war. The final draft watered down language from a “demand” to a “call.” It also watered down a demand for “the immediate and unconditional release of all hostages held by Hamas and other groups” to a call. Malta, which sponsored the resolution, called for the vote after lengthy negotiations. Several diplomats said they expect it to be adopted. That requires nine “yes” votes from the 15-member council and no veto by any of its five permanent members: the U.S., Russia, China, Britain and France. The draft resolution makes no mention of a cease-fire. It also doesn’t refer to Hamas’ surprise attack on Israel on Oct. 7 that killed around 1,200 people and took some 240 others hostage. Nor does it cite Israel’s retaliatory airstrikes and ground offensive in Hamas-ruled Gaza that Gaza's health ministry says has killed more than 11,000 Palestinians, two-thirds of them women and children. The draft asks that “all parties comply with their obligations under international law, notably with regard to the protection of civilians, especially children.” U.N. Security Council resolutions are legally binding, but in practice many parties choose to ignore the council’s requests for action. Richard Gowan, U.N. director for the International Crisis Group, said the Security Council has called for cease-fires in wars from the Balkans to Syria “with little or no impact.” The Security Council, which has the responsibility for maintaining international peace and security, has been paralyzed since the war began by its internal divisions. This is especially the case between China and Russia, which want an immediate cease-fire, and the United States, which has called for humanitarian pauses but objects to any mention of a cease-fire which its close ally Israel strongly opposes. The resolution calls for humanitarian pauses and corridors throughout the Gaza Strip for a “sufficient number of days” for unhindered access by the U.N., Red Cross and other aid groups to get water, electricity, fuel, food and medical supplies to all those in need. It says the pauses also should allow for repair of essential infrastructure and enable urgent rescue and recovery efforts. In the four previous tries for Security Council approval, a Brazil-drafted resolution was vetoed by the United States, a U.S.-drafted resolution was vetoed by Russia and China and two Russian-drafted resolutions failed to get the minimum “yes” votes. After the fourth failure, frustrated Arab nations turned to the 193-member General Assembly and succeeded in getting wide approval for a resolution calling for a “humanitarian truce” in Gaza meant to lead to a cessation of hostilities between Israel and Hamas. It was the first United Nations response to the war. But unlike Security Council resolutions, General Assembly resolutions are not legally binding, though they are a barometer of world opinion. The vote was 120-14 with 45 abstentions. Of the five veto-holding Security Council members, Russia, China and France voted in favor, the United States voted against and Britain abstained. The General Assembly resolution was adopted Oct. 27, and Israel agreed Nov. 9 to four-hour pauses. But only very limited aid has been delivered to Gaza through the Rafah crossing from Egypt, and a humanitarian catastrophe has been brewing. Neanderthals liked to unwind after a hard day’s work hunter gathering by consuming psychoactive drugs, a new study has found. A discovery of human hair strands at a burial site in Menorca, Spain has given us evidence of drug use in prehistoric times. Research was put forward in a new study published in the journal Scientific Reports, and they shine new light on drug use throughout history. The findings uncovered a number of different alkaloid substances which came from nightshade plants. They contain scopolamine and atropine which can cause hallucinations and out-of-body experiences, while ephedrine is a stimulant. The cave also contained boxes patterned with psychedelic decorations, which could well have been decorated while neanderthals were under the influence. Elisa Guerra-Doce is an associate professor of Prehistory at the University of Valladolid and lead author of the study. Guerra-Doce told The New York Times: "These findings are so singular. "Sometimes when people think about drugs, they think it's a modern practice. These results tell a different story." A trio of Republican House committee chairs is demanding information from the Department of Justice on the pending plea and diversion agreements between prosecutors and Hunter Biden as part of their ongoing effort to inflict political damage on his father, President Joe Biden. In a letter to US Attorney General Merrick Garland, House Judiciary Committee Chair Jim Jordan, Oversight Committee Chair James Comer, and Ways and Means Committee Chair Jason Smith said the decision by Delaware US Attorney David Weiss to allow Hunter Biden to plead guilty to two misdemeanour tax charges and enter into a deferred sentencing agreement on a single charge of lying on a gun background check form “raise serious concerns ... that the Department has provided preferential treatment toward Mr. Biden in the course of its investigation and proposed resolution of his alleged criminal conduct”. Mr Biden, who is President Biden’s youngest and only surviving son, has admitted to what have been well-documented struggles with alcohol and drugs, and during an aborted plea hearing last week said he’d been in and out of rehabilitation facilities on numerous occasions over the last few decades. During that court appearance, US District Judge Maryellen Noreika objected to a provision of the diversion agreement which stated that she — not prosecutors — would be responsible for determining whether Mr Biden might have breached the agreement’s terms, which would necessitate new criminal charges. The judge said the provision in question was “not standard” and “different from what I normally see” and suggested it violates the separation of powers in the US Constitution because it would put the judicial branch in the position of making a charging decision that is an executive branch function. Legal experts have opined that the provision at issue was an attempt by the department to protect Mr Biden from a situation in which a future Republican administration would manufacture charges against him. The current GOP frontrunner for the party’s 2024 presidential nomination, Donald Trump, has repeatedly pledged to jail Mr Biden, his father, and numerous other prominent Democrats. The GOP representatives asked Mr Garland to provide them with data on how often, if at all, the Delaware US Attorney’s office and the Justice Department have included similar provisions in diversion agreements. They also demanded information on who — prosecutors or Mr Biden’s defence attorneys — suggested that the agreement should place a final decision on new charges in a judge’s hands, and asked Mr Garland to provide a list of pretrial division agreements for other defendants who’ve been charged with the same gun-related offence as Mr Biden, as well as “all documents and communications referring or relating to each similar pretrial diversion agreement entered into by the Department in the last ten years”. Additionally, the committee chairs asked Mr Garland to provide a “generalized description of the nature of the Department’s ongoing investigation” into Mr Biden and an “explanation of why the Department originally agreed to a plea agreement” with Mr Biden if there are ongoing probes into him. It is unlikely that Mr Garland will provide any response that satisfies the GOP representatives, as the Justice Department’s policy for decades has been to not comment on ongoing investigations, even in response to congressional inquiries. It's the question on every wrestling fan's lips: Will CM Punk join WWE and show up at Survivor Series? The always controversial CM Punk, real name Phil Brooks, was fired from All Elite Wrestling in September following a backstage fight with Jack Perry during the All In show at Wembley Stadium. His surprise departure from the company sent shockwaves through the wrestling world with speculation immediately rife that Punk will join AEW's rival and his former employer WWE. Punk hasn't worked for WWE since 2014 when he unceremoniously quit and didn't step foot in a wrestling ring for another eight years, with the man himself being on record about his dislike of the company and those in charge. Now that Punk is effectively a free agent again and with Survivor Series taking place in his hometown of Chicago, speculation is understandably rife amongst WWE fans. So, what's going to happen? Will CM Punk be at Survivor Series? To put it bluntly, it is highly unlikely. Early reports suggested that WWE had no intention of signing Punk at this stage but neither a yes or no answer had been given. In the latest edition of the Wrestling Observer Newsletter, Dave Meltzer appeared to back up a previous report from Fightful which stated that Punk will not be at the show. Meltzer wrote: "If WWE was to bring in Punk, this night or Smackdown the night before would be the place to debut him. We’ve seen no evidence this is happening and those close to the situation have denied it, but it is possible it’s a well-kept secret.” Meltzer added: “From the start we were told that while there is negativity about Punk, they are not completely opposed to it if the idea is it’s something they have to do in regard to fan response. "While every creative head has their plan, this creative side is not looking at being combative with the audience like Vince McMahon often was." What if he is at Survivor Series? CM Punk references have been dropped on both WWE and AEW television in recent months but those should possibly be considered as sneak winks and nods to knowing viewers rather than concrete evidence he has signed. One possibility for Punk to be at the show has already been eradicated after the babyface team in the men's WarGames match announced that the returning Randy Orton will be their fifth man. Many felt this was announced early to shut down any expectation that Punk would be in the match Meanwhile, Shinsuke Nakamura has been teasing a match with a mystery opponent and has used Punk's GTS finisher on television in recent weeks. Nakamura does not have a match scheduled for the show but surprise bouts have been added on the night of shows before so it wouldn't be a shock if it were to happen. Whether Punk would be his opponent though remains a doubt. What have WWE Superstars and staff said about a CM Punk return? Punk is one of the most outspoken and controversial figures in all of wrestling. His critical comments in September 2022 about top AEW talent like Kenny Omega, The Young Bucks and 'Hangman' Adam Page soured him with many hardcore fans of that company. He also left WWE in 2014 with seemingly all his bridges burnt and some of the talent there still appear to hold grudges against Punk. Earlier this year Seth Rollins called Punk a 'cancer' and told him to stay away from WWE. Current WWE Undisputed Universal Champion Roman Reigns also hinted at a dislike of Punk. In a September 2020 interview with Complex Reigns suggested that he didn't like Punk but would be willing to work with him again if it was best for business. With all this in mind, little is still known about Punk's employment status and if he actually wants to return to wrestling (he has been backstage at WWE and TNA shows in the past year) and even if WWE wants him. In terms of Survivor Series, unless something dramatic happens and the card is swiftly changed in the next 24 hours, fans should temper their expectations about seeing him at the show.
