The British government confirmed Sunday it may scrap a big chunk of an overdue and over-budget high-speed rail line once touted as a way to attract jobs and investment to northern England. British media reported that an announcement is expected this week that the line will end in Birmingham – 100 miles (160 kilometers) from London -- rather than further north in Manchester. The Conservative government insists no final decision has been made about the embattled High Speed 2 project. But Cabinet minister Grant Shapps said it was “proper and responsible” to reconsider a project whose costs have ballooned because of high inflation driven by the COVID-19 pandemic and the war in Ukraine. “We’ve seen very, very high global inflation in a way that no government could have predicted,” said Shapps, a former transportation secretary who now serves as the U.K.'s defense minister. “It would be irresponsible to simply spend money, carry on as if nothing had changed,” he told the BBC. The projected cost of the line, once billed as Europe’s largest infrastructure project, was estimated at 33 billion pounds in 2011 and has soared to more than 100 billion pounds ($122 billion) by some estimates. HS2 is the U.K.’s second high-speed rail line, after the HS1 route that links London and the Channel Tunnel connecting England to France. With trains traveling at a top speed of around 250 m.p.h. (400 kph), the new railway was intended to slash journey times and increase capacity between London, the central England city of Birmingham and the northern cities of Manchester and Leeds. Though it drew opposition from environmentalists and lawmakers representing districts along the route, the project was touted as a way to strengthen the north’s creaky, overcrowded and unreliable train network. The government hailed it as a key plank in its plan to “level up” prosperity across the country. The north of England, which used to be Britain’s economic engine, saw industries such as coal, cotton and shipbuilding disappear in the last decades of the 20th century, as London and the south grew richer in an economy dominated by finance and services. The government canceled the Birmingham-to-Leeds leg of HS2 in 2021 but kept the plan to lay tracks on the 160 miles (260 km) between London and Manchester. Former Conservative Prime Minister Boris Johnson, a longtime champion of the project, said cutting it back even further “makes no sense at all.” “It is no wonder that Chinese universities teach the constant cancellation of U..K infrastructure as an example of what is wrong with democracy,” Johnson said. Manchester Mayor Andy Burnham said people in northern England were “always treated as second-class citizens when it comes to transport.” “If they leave a situation where the southern half of the country is connected by modern high-speed lines, and the north of England is left with Victorian infrastructure, that is a recipe for the north-south divide to become a north-south chasm over the rest of this century,” Burnham, a member of the opposition Labour Party, told British TV channel Sky News. The government has also delayed work on bringing the line all the way to Euston station in central London. When it opens, some time between 2029 and 2033, trains will start and finish at Old Oak Common station in the city’s western suburbs. London Mayor Sadiq Khan said that would create “a ridiculous situation where a ‘high speed’ journey between Birmingham and central London could take as long as the existing route, if not longer.” “The government’s approach to HS2 risks squandering the huge economic opportunity that it presents and turning it instead into a colossal waste of public money,” Khan said in a letter to Prime Minister Rishi Sunak. Tony Blackburn has revealed that he had life threatening sepsis and pneumonia after coming out of a two-month stay in hospital. The veteran BBC Radio DJ had pulled out of his Sound Of the 60s UK Tour and accompanying radio show earlier this year after he was taken ill. At the time, Blackburn told his listeners he had a chest infection. Now that Blackburn has fully recovered and has been discharged from hospital, the DJ has revealed that he was actually suffering from sepsis, pneumonia and blood poisoning. “I was doing three a week at one time forgetting that I’m now a little bit older, so I ended up in hospital for two months with sepsis and pneumonia and blood poisoning,” he said on BBC Radio Scotland’s Afternoon Show on Wednesday (23 August). “And I didn’t realise how unwell I was until one day in the hospital my whole family were gathered around the bed. And I thought ‘this isn’t good’.” “A couple of weeks ago I went to see my specialist and he said ‘you are cured’, so that was a nice thing to hear.” After a three-month break, Blackburn has returned to his tour but will be doing one show per week rather than three per week. He said: “I haven’t been doing the [tour] show for about three months because I was told to rest a little bit. Now I’m back in form and we’re selling out.” “I love being with the band and it’s just loads of fun.” Blackburn returned to BBC Radio 2 after Johnnie Walker covered his Sounds of the 60s radio show during his illness and has since launched a new show on Sunday afternoons – Tony Blackburn’s Soul on Sunday on BBC Radio London. Back in May, Blackburn announced that he had been discharged from hospital and was looking forward to broadcasting again. “After three weeks in hospital I have just been discharged and am now at home to have some more treatment by having a daily injection for a few days from a hospital near me,” he said. “Thanks to everyone at the Wellington Hospital in London, doctors and nurses for looking after me. “After my treatment and a rest I look forward to getting back @BBCRadio2 and @BBCLOCALRADIO to doing what I love doing. As Scotland and England marked 150 years since they first met, it was scarcely surprising the dominant figure was a man who has been alive for barely 20 of them. Jude Bellingham has made a habit of excelling on foreign soil of late, becoming the Bundesliga’s player of the year, making a superlative start to life in Spain with Real Madrid and now inflicting a first defeat of 2023 on Scotland. Bellingham played a part – two, really – in England’s first goal. He scored their second. He made their third for Harry Kane in wonderful fashion. A booking for a bust-up with Jack Hendry – it may be termed a bit of a stramash in these parts – was a sign of his competitive instincts. A traumatic night for Harry Maguire, the unwitting scorer of Scotland’s goal, was a triumphant one for Bellingham. Wearing the No.10 – it will be instructive if the shirt remains his or ever returns to Raheem Sterling – and operating as a 10, he scored just his second goal for England. A month after his Real debut, he already has five for his new club, but the chances are that Bellingham will become more prolific in his country’s colours. As, aided by Bellingham, England struck twice in four first-half minutes, it was a night of double disappointment for Scotland. Their qualification to Euro 2024 could have been sealed if Norway failed to beat Georgia but instead Erling Haaland and co prolonged their wait. For Steve Clarke, the flagship win of 2023 came against Spain; in the final reckoning, it may count for more, much as overcoming England would have boosted their morale and much as his selection, with the strongest available team, scarcely suggested this was a friendly. The crowd settled instead for spending the second half baiting the England substitute Maguire; his own goal could scarcely have been greeted with a louder cheer had it been scored by Hampden’s darling, John McGinn. Yet goals by England’s two Harrys cancelled each other out, Kane restoring the two-goal margin, just as Scotland’s skipper set up a goal for either side: Andy Robertson initially erred for Bellingham’s strike then made a redemptive contribution to Maguire’s own goal, the left wing-back materialising on the right wing to turn provider. It was the one strike that did not involve Bellingham, such was his ubiquity. After half an hour where England had plenty of possession but chances were rarities, a high-speed move that took them from one end of the pitch to the other, with both Kyle Walker and Bellingham twice involved. Walker’s pace facilitated it and, having scored a belated first England goal in his 77th cap, was aiming for a second with a low drive. It instead became an assist, Phil Foden deftly turning the ball in. It was a marked improvement on his first shot, skied from Marcus Rashford’s low cross. Then Bellingham slotted in after an error by Robertson, stabbing the ball straight to the Real Madrid man. It was nevertheless the product of a new-found predatory sense and a willingness to spend more time in the box. Arguably his finest contribution, however, came for England’s third goal. A slick passing move came to a fine culmination when Bellingham span away from two defenders with enviable ease and released Kane to score his 59th England goal. Gareth Southgate had made six changes but retained four major figures, in Kane, Bellingham, Walker and Declan Rice. The full-back, a player Southgate twice talked out of international retirement, showed his significance as a galloping force on England’s right. Rashford was a frequent outlet on the left, illustrating the importance of having at least one winger with the pace to run in behind defences; it is something James Maddison lacks and the Manchester United man may be winning their particular duel. It was, though, another occasion to forget for the luckless Maguire. Summoned at half-time to replace Marc Guehi, he diverted Robertson’s cross past Aaron Ramsdale, giving the goalkeeper no chance. His every touch was cheered by the Scotland fans and, a century and a half after the first meeting between these countries finished goalless, the home support enjoyed his misfortune when they scored. It was not the only sign of an intimidating atmosphere. God Save the King was drowned out by whistles and boos; Flower of Scotland was roared, choruses about Edward II’s distinctly unsuccessful 14th-century army being used to try and intimidate Southgate’s 21st-cenury troops. Without stretching the historical parallels too far, not every English general has been able to call on someone of Bellingham’s calibre. Scotland, a fast-improving, arguably overachieving, team will not be the last to rue his excellence.
